Indianapolis woman accused of dealing methamphetamine

HANCOCK COUNTY — Officials from the Hancock County Sheriff’s Department say an Indianapolis woman sold illegal drugs to an informant during an investigation and is now facing serious felony charges.

Traci Lynn Winkley, 44, 1300 block of S. Richland Street, has been charged with a Level 2 felony count of dealing methamphetamine and two different Level 3 felony counts of dealing methamphetamine stemming from three separate incidents in the summer of 2023.

The case against Winkley was officially opened in Hancock County Circuit Court last week. On Feb. 9 Judge Scott Sirk set a $25,000 cash bond, entered a not guilty plea and appointed a public defender on Winkley’s behalf. Winkley has already asked for a bail review hearing which has been set for Thursday.

According to a probable cause affidavit, officials from the Sheriff’s Department noted Winkley was involved in an undercover investigation where someone purchased methamphetamine from her on multiple occasions. Officials noted all the purchases received from Winkley field tested positive for methamphetamine and the different purchases weighed together over 10 grams.

Officials noted in the report that Winkley is a person who sold narcotics multiple times to an informant who was helping law enforcement.

The most serious charge against Winkley, the Level 2 felony, can carry anywhere between 10 and 30 years in prison while the Level 3 felony charges can carry anywhere between three to 16 years in prison. Court records show the crimes Winkley is accused of committing happened in July and August of 2023.
