HANCOCK COUNTY — Shortly before the start of the New Year’s weekend, officials from the New Palestine Police Department and Hancock County’s Joint Tactical Team were able to arrest an Indianapolis man after he fled a traffic stop then barricaded himself inside an apartment in New Palestine.

Ricky Shamar Williams, 25, 600 block of E 39th Street, was arrested and charged with multiple crimes, Friday, Dec. 29.

The incident happened around 1 p.m. Friday when officials from the New Palestine Police Department performed a traffic stop on a vehicle along U.S. 52. Officers stopped the vehicle as it was driving through town after recognizing the passenger as an individual facing active felony warrants in Hancock County, officials said.

During the traffic stop, the passenger, Williams, fled on foot to a nearby apartment in an attempt to evade law enforcement. Officers on scene noted they located a firearm and illegal narcotics at the scene of the traffic stop.

Williams had an active felony warrant in the county for resisting law enforcement, as well as four other misdemeanor charges pending, officials said in a release.

Officers surrounded the apartment in which Williams had fled into near Anderson, Walnut and Birch Streets. Officers on scene were informed three juvenile children were inside the residence with Williams. With the assistance of negotiators from the Hancock County Sheriff’s Department and members of the Hancock County Joint Tactical Team, Williams surrendered peacefully without further incident.

Williams was taken into custody safely and transported to the Hancock County Jail. No individuals were injured or harmed during this incident.

In addition to current charges he was facing, Williams is now also facing preliminary charges of dealing methamphetamine, a Level 2 felony; possession of methamphetamine, a Level 3 felony; dealing in controlled substance, a Level 4 felony; criminal confinement, a Level 5 felony; possession of a controlled substance, Level 6 felony; and resisting law enforcement, a class A misdemeanor.

Officials with the Hancock County Prosecutor’s Office will determine the official charges sometime this week. In the meantime, Williams is sitting in the county jail awaiting his initial appearance.

The New Palestine Police Department thanked officials from the Greenfield Police Department, Hancock County Sheriff’s Department, Fortville Police Department and the Hancock County 911 Center for their assistance along with the county’s Joint Tactical Team.
